Implementation

The IFRMP operates as a dynamic, adaptive framework emphasizing flexibility and collaboration among diverse stakeholders including private landowners, states, tribes, and local governments. While the full plan contains many restoration project concepts, practical constraints including capacity, funding, and the need for sequential project implementation make it impossible to pursue all concepts simultaneously. The IFRMP addresses this through plan updates and a focused Restoration Action Agenda that bridges science-driven needs with implementation realities. 

Restoration Action Agenda (RAA)

Purpose

  • Curates a focused list of near-term restoration priorities spanning 1-2 years from the IFRMP’s 100+ project concepts 
  • Bridges science-driven needs with actual practitioner interests and implementation capacity 
  • Provides focused guidance for funding considerations and helps develop actionable project proposals 

Process

  • Regularly updated through collaborative stakeholder engagement  
  • Uses the IFRMP and prioritization tools to select ready-to-implement projects  
  • Regular revisions based on changing conditions, completed work, and evolving basin priorities

IFRMP Implementation Recommendations

Category I: Sustain Tools & Linkages to Funding Solicitations

  • Maintain and update the Restoration Prioritization Tool 
  • Link IFRMP and RAA priorities to funding proposals 

Category II: Support Ongoing Collaborative Learning

  • Support regular Science Symposia to disseminate learning, measure progress, and decide on updates to future IFRMP Restoration Action Agenda priorities 
  • Create a monitoring coordination group and work towards standardizing basin-wide data collection and assessments 
  • Provide ongoing impartial technical facilitation to address emerging issues and promote adaptive management and evidence-based decision-making. 

Category III: Establish Ongoing Coordination for IFRMP Implementation

  • Create both formal and informal coordination roles and agreements to support IFRMP implementation. 
  • Establish and coordinate activities to sustain ongoing adaptive management processes and support fish population and habitat recovery efforts
