About KBMS

The Integrated Fisheries Restoration and Monitoring Plan (IFRMP) outlines specific recommendations to ensure long-term coordination, adaptive learning, and sustained fish population recovery across the basin. IFRMP Recommendation 6.2 II-3 calls for creation of a Monitoring Coordination Group to improve restoration practices and outcomes by coordinating monitoring efforts across entities. Recommendation 6.3 III-1 complements this by calling for ongoing coordination activities to support adaptive management, information exchange, and implementation progress over time. Together, these recommendations emphasize collaborative partnerships and activities to improve monitoring efficiency, reduce duplication of efforts, and inform progress toward restoration goals at both the sub-basin and basin-wide levels.

The Klamath Basin Monitoring Strategy (KBMS) implements these recommendations by documenting existing research, management, and monitoring efforts; identifying gaps; and establishing a coordinated framework for sharing information. Through this effort, the Strategy will assess progress toward healthy and harvestable fish populations and track progress toward IFRMP restoration goals. It will include prioritization criteria to guide near-term monitoring investments, along with an initial list of priority activities for 2026–2028. At the same time, it recognizes that individual entities will continue to pursue monitoring efforts beyond the KBMS framework. This collaborative effort brings together Tribes, federal and state agencies, watershed councils, and other monitoring funders and implementers through a Technical Steering Committee and a series of workshops. Building on the IFRMP foundation, KBMS will also develop an integrated five- to ten-year monitoring plan that aligns with IFRMP goals, objectives, core performance indicators, recommendations, and identified gaps.
